This is a fine analysis. A little addition: the many people in the Basque Country who do now support independence from Spain (most of the population) are afraid of speaking out. When there are elections and ETA calls for abstention, people are afraid that if they are seen going to vote, the will be blacklisted. These people live, therefore, under a de facto non-democratic regime.
